File replay on surviving data center using metadata from cassandra if the processing data center goes down

Currently , if the file is uploaded to the datacenter (DC) and that DC goes down, there is no way to replay that file until the DC comes up. This causes adverse impact on customer's business. Having this will help the production support to replay the files on surviving data center.

who should benefit - production support able to quickly respond to DC outage and limit the business impact by replaying bulk or individual files and keep up with the SLAs


How will this work - we have lot of GM utilities in MailboxUtilities folder. We can have something on the lines of eventutility script - get the payload Id from admin console and run command to resubmit the file in producer mailbox of the surviving data center , thus generation MQ events that can trigger the re-routing of the file.
