SI API's should update Admin Audit table just like other SI functions

We have identified a gap in that the API's do not update the admin audit table. The example we found is in the scheduling API. Turning on or off a schedule, in the UI is logged into the table with who did it, when and what. If the API is used, no entry is added. This creates issues with our auditors. IBM's response via PMR: REST API was never integrated with the DMI framework from the beginning. This is a gap in API design in the product. Level 3 Team suggest that you move forward and open a RFE for this issue and they we will address it as a product enhancement task.

Auditors will now see this in their audit reports as to who did what and why. Without this they consider this a big problem as there would be no record of activity while using the api.
