Upgrade Create/Update Community API to Include Setting of PGP Decryption and Signing Keys

When setting up PGP decryption for inbound files, being able to set the PGP Decryption key when creating the community is minimum requirement when automating partner onboarding. The Create/Update Community APIs should be enhanced to include both the PGP Decryption and PGP Signing Key fields.

How will this idea be used?

This will be used to further automate the onboarding process through PEM. The true value add for PEM is only realized when all manual steps are removed from the process. Since the Create Community API does not allow the setting the PGP decryption key, an admin user will have to log in to set the key. This can allow people to forget do it and cause timely issues in testing, reducing PEM's value.

    The Create community API should be enhanced to allow to set PGP signing and decryption key fields as it will be used to automate our process.
