Increase the length of passwords accepted in the trading partner transports

A partner came to us and asked us to add basic auth header to our RosettaNet profile.

The new value was 128 characters long.

When we went to add it to the transport, we got the error

ORA-12899: value too large for column "SI_USER"."SCI_TRANSPORT"."TRANSP_ACT_PWD" (actual: 356, maximum: 255)

because the column is 255 but the system appears to be trying to store the internally encrypted string.

We found that largest value the current UI could take was 55 characters.

Partners are beginning to provide credentials with more entropy. The B2Bi system needs to support that.
