Allow all decryption ciphers for OFTP according to the official Odette specifications

We were told that the SI software is coded based upon https://datatracker.ietf.org/doc/html/rfc5024#section-10.2 which only includes 2 ciphers for decryption and these are outdated. Companies are switching to a more secure cipher which prevents us from retrieving their files. The official Odette specifications tht should be used are published here https://www.odette.org/resources/oftp2-implementation-guideline and additional ciphers have been available for years now

Not having these additional ciphers will prevent us from continuing the data feeds we currently get from our trading partner as they are no longer allowing cipher 02 is it is not secure enough
