Fix the duplicate messaging issue for mailbox ftp/sftp server adapters

IBM says in their documentation that duplicate messages are allowed by default and is controlled by a parameter in the mailbox.properties file (disallowDuplicateMessages=false). This is inaccurate, We are seeing errors where duplicate filenames are not being allowed to be stored, even though we have this set to allow. Per IBM Support, If the messages are being created to close to each other, the system will report it as file exists. It doesn't look at this mailbox parameter value. If duplicate files are allowed then the software should not be looking at when the file is created. It should only look at the filename to make sure there are no illegal characters that would prevent it from being stored. It should not care when the file is created, because "duplicate filenames are allowed".

The reality is allowed duplicate messages does not work all the time. There are exceptions and I do not see anywhere where this is documented.
