Enhance QueueWatcher to support SASL_SSL including JAAS config with credentials

We have been waiting for several years for the ability to capture and store QueueWatcher data. However, in version 6.2, we are unable to access QueueWatcher metrics due to a limitation in SASL_SSL support.

I have already raised a case with IBM Support, and they have advised me to submit an enhancement request for this functionality.
