Support for DomToDoc to work correctly when used in service output message

You can currently use DomToDoc in the output message of a service

It has been observed that under certain circumstances doing this will cause the BP to create a document in the document storage and retain no record of this document to be cleaned up later by the purge process. 

1. System is setup to use File System Storage

2. System is in a cluster setup

Systems using database storage or not clustered don't lose track of this file. 

B2B should not be losing track of files it creates and while it is specific steps and circumstances  we don't believe this to be a rare setup that only we are facing. 

These files being orphaned are causing our storage issues and we have for now taken the step to manually go and clean up files once a week.
