I need a little more information to understand your idea.
Currently there is a multi-step purge process in B2Bi today - a Business Process that marks data as eligible for purge (associates docs to purge to the BP, sets an "archive" flag on the message) and a separate purge service that does the actual purge. The BP that marks data for archival/purge is configurable - including what is eligible for purge based on date. This BP is OOTB and by default runs daily to keep the system healthy.
What benefits would turning this BP into a service provide?
What sequence of events would you expect for an updated purge mechanism?
What kind of configuration are you expecting on an updated purge service? Is something missing from the BP we use today?
What should be enabled by default? What should be disabled by default?
