Add support for the "OPTS UTF8 ON" FTP Client command/parameter.
Beginning with Windows Server 2016, the Microsoft FTP Client includes the "OPTS UTF8 ON" command. The Sterling B2B Integrator FTP Server does not support this command, and returns a 501 error message. This "OPTS UTF8 ON" command is included in RFC 5797, the FTP Extension. So while it's not widely used, it's apparently a valid command.
