Currently when using the Mail Mime Service with FSA to extract attachments, it seems FSA uses the "name" inside "ContentType*" as FileName. Unfortunately for "ContentTypes", Mail Mime Service doesn't seems to be able to read the "name" correctly when it is non-English characters while able to do so for "Filenames". (see additional details). To be able to extract non-English files, have to add additional steps in Business Process to parse ProcessData to modify FSA to use "Filenames".
