It is to allow remote partner (the file owner) and the recipient can decrypt the file too. In GPG, it will scan KeyID and if any keyID is found in the keyring, it will use the corresponding private key to decrypt the file.
Some trading partners encrypt the file with their own key and recipient key. If they put their own key before recipient key. B2BI native PGP could not decrypt it because it only check the first key ID.
In order to fix all issues, SI nativePGP must scan all public key ID in PGP file and search all keys against with PGPManager instead of Community (SI logic)
