we have decided to apply a limit on few of the partners not to dump more than 1000 files in 30 minutes. Otherwise they keep on dumping tonns of files in very short time (like 20 to 30 mins) which ends up consuming all the resources by this partner than allowing other files from other partners.
The values of max number of files and the time in which they will be sent should be configurable.
