Make ECHDE ciphers available for Selection in Connect Direct for IBM i

Current only RSA ciphers are available on Connect Direct for IBM in version 3.8. RSA ciphers are not considered deprecated due to ROBOT vulnerability.

CD Windows: Support por codepages ISO-8859-1 and ISO-8859-15

Actually Cd Windows uses mlang.dll of Microsoft for codepage transaltion. This mlang.dll can't work with codepages ISO-8859-1 and ISO-8859-15. CD Windows must be changed to use another APIs to support ISO Latin codepages
