encryption of passwords in setup.cfg

There are multiple passwords mentioned in the file setup.cfg - database, truststore, test mode, etc. these passwords are expected to be encrypted as per customers security requirements. Currently these are in plaintext.

Allow PS log file name to be configured with standard name

Update SI to support the latest version of GnuPG using the provided CLA2CMD Adapter (RTC 584840)

Currently Sterling Integrator supplied GnuPG Adapter supports PGP V2.0. This has been depreciated on 31st December 2017. The newest versions (currently 2.2.16) fail to work (see RTC 584840) with the internally supplied cla2cmd adapter.

Currently in New Inflight it is not possible to search or preclude different Sender / Receiver ID's. This would allow the client to search for results across many Different ID rather than have to search each ID one at a time, this saving time.

Provide a read-only role for the Partner Repository

We'd like to be able to provide sponsor users who are not admins a way to have read-only access to the items in the Partner Repository, such as Code Lists, Generic Data, etc.
