Putting a limit for number of files being transferred in some time

we have decided to apply a limit on few of the partners not to dump more than 1000 files in 30 minutes. Otherwise they keep on dumping tonns of files in very short time (like 20 to 30 mins) which ends up consuming all the resources by this partner...

BPID shows active on queue watcher but UI shows terminated, some how the queue watcher JVM is out of synch with UI
