CD Windows: Support por codepages ISO-8859-1 and ISO-8859-15

Actually Cd Windows uses mlang.dll of Microsoft for codepage transaltion. This mlang.dll can't work with codepages ISO-8859-1 and ISO-8859-15. CD Windows must be changed to use another APIs to support ISO Latin codepages
