Support Open API 3.0 specifications in the Sterling Connect:Direct APIs

My customer would like to have in our product support for Open API 3.0, because most developers are no longer using OpenAPI 2.0 and want to move to OpenAPI 3.0.

As IBM support feedback from TS011512648. Connect Direct does not have a file locking feature on the NAS level. This should be basic security features when it comes to moving of files. appreciate if this could be added in the future release of Connect Direct.

Basic Security feature comes from the OS level that should be handled also on Connect Direct.

File agent high availability run GUI cdfa -C from a single Default_Config.ser copy in shared workspace
