Adding in additional triggers for alt.comm.outbound

The idea behind this is to allow alt.comm.outbound to be triggered for other situations. Such as TCP timeouts after a session had been initiated.

Currently the Windows Exit routine on v6.2.0.4 uses Rest API to connect to cyberark. We would like to see the exit routine being able to call a locally installed claim client to retrieve the password.

Ability to see perimeter server status on SSP (i.e. monitioring - running/stopped)

Currently we're unable to see which perimeter servers are active on the Sterling Secure Proxy engines, this in turn can cause issues if duplicates are present. This would mimic the monitoring ability currently in place for adapters.
