Control center needs to capture the events that have State = haled only and not status = error

Control Center 6.0 Web Console Enhancement #3

Currently it is possible to interface with other systems such as Connect Direct and Sterling B2B Integrator and File Gateway from the Java console. This functionality is not currently present in the Web console.
