Upgrade from Microsoft Visual C++ 2013 Redistributable and 2015 version

Upgrade from Microsoft Visual C++ 2013 Redistributable and 2015 version being used in ITX11 to latest mainstream version of 2023 and version after that. The two version currently in use are considered end of life by Microsoft.
