We want some kind of caching mechanism in the hipaa healthcare pack, so instead of calling the database (for SNIP 5 rules) each time the map is called, it should cache the codeset values from DB.

In ITX v10.2.1 supply chain we observed that there is no compliance check on CONTROL Messages. As part of WDI to ITX Migration , we would need to have the compliance check when CONTROL messages are received as input to ITX.
