Disable concurrent user login in SCC

Add Control Center functionality to monitor MQ MFT server over encrypted channel

Add functionality for Control Center to monitor MQ MFT servers over an encrypted channel.Any connections between Control Center and a monitored server regardless of type should allow for encrypted communications.
